DUBAI, 17th November, 2022 (WAM) — H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, in the presence of Hessa bint Essa Buhumaid, Minister of Community Development, witnessed the public benefit associations exhibition, which was held at the Ministry of Possibilities.
The exhibition aims to highlight the role of these associations and their efforts in development and enhancing the quality of life in the Emirati society.
The Minister also witnessed the signing of a Memorandum of Understanding (MoU) between the Ministry of Community Development and Fazaa on enhancing the services of the National Behavioural Reward Programme, with the aim of encouraging public benefit associations.
Sheikh Saif toured the exhibition and visited the pavilions set up for the societies, services, initiatives and projects provided by associations of public benefit for the service of society and target groups. He was also briefed on their vital role in sustainable social and economic development efforts and watched a presentation on such efforts as well as the goals and purposes of such associations.
Sheikh Saif also launched the Associations of Public Benefit Stream, which enhances the work of such associations and their efforts by formulating and rolling out initiatives and plans with humanitarian and societal goals towards a more effective role in the Emirati society.
The stream also promotes the values of solidarity by motivating associations to launch community activities and events and get community members onboard and encourage them to contribute to the community activities offered by the associations of public benefit, thus enhancing community development efforts and involve associations in achieving the goals of the UAE Centennial 2071.
The MoU between the Ministry of Community Development and Fazaa was signed by Hessa Abdulrahman Tahluk, Assistant Under-Secretary for Social Development Affairs at the Ministry, and Colonel Ahmed Mohamed Buharoun, Chief Executive Officer, Fazza.
The MoU enhances the role of associations of public benefit operating under the Ministry of Community Development’s umbrella in providing services and initiatives within the National Behavioral Rewards Programme that seeks to motivate and reward community members with positive behavior.
The agreement also contributes to highlighting and supporting the efforts of associations by directing services in a national platform that helps in government efforts in the areas of promoting positive behavior and citizenship. Such platform also upgrades services provided to all members of society by unifying efforts to enhance the quality of life for the Emirati community.
The event was attended by Hind Humaid Bin Hindi Alaleeli, Member of the Federal National Council, Lieutenant General Dhahi Khalfan Tamim, Deputy Chairman of Police and General Security in Dubai; Mohamed Naqi, Director of Public Benefit Associations Department at the Ministry of Community Development; and heads of the participating associations of public benefit.
The exhibition witnessed a huge turnout of many associations of public benefit, a number of entities working in the areas of community solidarity, along with a number of associations representing communities of residents in the UAE.

The programme is one of the initiatives of the Department of Behavioural Rewards of the Ministry of Possibilities to support and carry out the strategic framework and the national model for behavioural rewards, and the first programme in behavioural science focusing on three main pillars, such as the homeland, society and family.
The ‘National Behavioural Reward Programme’ aims to incentivise positive behaviour through a point-based
rewards system that can be used in payments for government services.
His Highness Sheikh Mohammed bin Rashid assigned Deputy Prime Minister and Minister of the Interior His Highness Lt. General Sheikh Saif bin Zayed Al Nahyan to lead the behavioural rewards management team, as part of the responsibilities of the Ministry of Possibilities.
The team will work on a national methodology to motivate positive behaviour as an approved tool in the country to work on the nation’s strategic framework. The national model for behavioural rewards was approved by Sheikh Saif bin Zayed.
The launch of the National Behavioural Reward Programme as the first comprehensive programme is based on living a positive behavioural life and will be run in cooperation with Fazaa and a number of partners in the private sector.
His Highness Sheikh Mohammed stressed that positive citizenship is an important and indispensable element
for building a society and developed a country, as it is the main factor in ensuring the strength of the societal fabric, in the face of various challenges, noting that authentic Emirati values were and are still the fortress of society.
“Encouraging positive behaviour contributes to improving the quality of life and achieving the happiness of society. Our inherent values have always been a hallmark of the Emirati personality,” added Sheikh Mohammed.
Sheikh Mohammed also witnessed the graduation of the first batch of the Professional Diploma in Behavioral Economics, one of the programme’s initiatives. The course aims to qualify the participants and develop their skills in analysing and motivating positive behaviour, in order to raise the level of UAE society and government readiness.
His Highness affirmed his confidence in the graduates’ ability to serve the institutions they belong to, and positively use the knowledge and experience they acquired for society.
This batch will be the first building block for launching initiatives and building projects that apply the concept of positive behavioural change for members of society in every field, he said.
The Prime Minister also launched the smart app for the Behavioural Reward Programme (Fazaa). The app is an additional technical tool that maximize the benefits of the programme by facilitating and easing accessibility for the targeted segments of the community.
The programme focuses on spreading the message of behavioural science and adopting its outcomes, to empower the entire community and encourage them to adopt positive behaviours, support families, promote community interaction, and bolster the economy, as well as achieve the country’s comprehensive development. Over 90 behaviours were selected for the strategy.
The implementation of the programme will help encourage patriotism, ensure loyalty, spread good ethics, prepare a generation ready to lead the future, reinforce the UAE’s global position in competitiveness indexes, promote positive behaviours, and achieve the objectives of the UAE Vision 2021

General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, announces the launch of the ‘Fazaa Frontline Heroes’ initiative in cooperation with the Frontline Heroes Office.
The Frontline Heroes Office and the National Behavioural Rewards Program – Fazaa are partnering to create a dedicated ‘Frontline Heroes Fazaa’ initiative that will be activated on November 1st, 2020 and will grant all registered UAE frontline professionals access to special program, services and offers that will help address specific challenges faced by heroes and their families during the pandemic and beyond.
The specially designed ‘Frontline Heroes Fazaa’ initiative is being overseen by H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, who worked directly with the Solidarity Fund and National Program for Behavioral Reward to establish this new program to champion the UAE’s frontline professionals.

This is an excellent example of establishing partnerships to develop high value support program that can make a positive impact for our frontline heroes. With Fazaa, we hope to help unburden some of the financial pressures they are dealing with while bringing joy to their lives.” Fazaa provides great value and impact for more than 80,000 UAE frontline professionals and their families through a social initiative that promotes solidarity within the UAE community.
The Fazaa program will be used to reward and support residents and citizens who continue to demonstrate unique courage, strength and commitment, directly aligning with the values and purpose of the Frontline Heroes Office to care for and champion those who put themselves on the frontline in times of need in service to us all. Fazaa membership provides access to quality goods, products and services, with discounts on 2,600 brands at over 5,500 stores and 6,000 food outlets across the UAE. Through the website, Fazaa members can also redeem discounts on a variety of products and services from car rentals and insurance to hotel reservations in destinations around the world.
The new ‘Frontline Heroes Fazaa’ program also provides a special feature available to frontline professionals, offering a 40 per cent discount on services and medications at 131 hospitals within the UAE on medical products and supplies, including cosmetic and other services not covered by health insurance.
The National Program for Behavioral Reward will work closely with the Frontline Heroes Office to deliver Fazaa membership benefits directly to every professional on the official UAE Frontline Heroes Registry.
The Frontline Heroes Office was set up in July 2020 by decree of the President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, and operates under the direction of Sheikh Mohamed bin Zayed Al Nahyan.
The office is mandated to listen and respond to the challenges and priorities of the UAE’s frontline professionals, implement short-term and long-term solutions to directly address those challenges, as well as ensure those who sacrifice and put themselves at risk to protect the people of the UAE are nationally recognized and celebrated.
The Frontline Heroes Office will support a comprehensive range of frontline professionals, including medical and non-medical staff working in the health sector, such as doctors, nurses, pharmacists, cleaning and services personnel, as well as protection and prevention workers, security and emergency workers, and sterilization workers.

During the meeting, he was briefed about the efforts related to the implementation of the national strategy on behavioural rewards, the initiatives that were applied and the plans aimed at motivating community members to adopt positive behaviour.
He stated that the UAE, thanks to the vision of its leadership, invests in the future and in qualified human resources, and has exerted all possible efforts to advance the community and its members.
“The Department of Behavioural Rewards at the Ministry of Possibilities is part of the UAE Government’s initiatives, and the “National Behavioural Rewards Programme – Fazaa” was established within this framework, which presents rewards for positive behaviour within an institutional framework,” he added.
He pointed out that the programme launched several initiatives targeting the five key pillars connected to the community – Healthy nutrition, healthy life, volunteerism, adherence to laws and legislations, and knowledge-based economy and empowerment.
He highlighted the fact that the initiatives launched by the programme include “Virtual Behavioural Economics Diploma”, which is the first training programme on Behavioural Economics in Cooperation at the largest global universities and academic institutions; the Fazaa membership initiative for entrepreneurs and the private sector, which encourages citizens in the private sector, and “Fazaa healthy food basket”, which motivates healthy nutrition habits by introducing people to products with high nutrition value. The food basket includes 15 healthy food products that fulfil the needs of a family of two for a month, and can be purchased from Fazaa shops or via (www.fazaa.ae).
“The working team includes several ministries and authorities as it aims to ensure integration and strategic cooperation between ministries and authorities and implement the government vision in reinforcing positive behaviour,” said Abdulrahman Al Mansouri, Director of the Executive Office of the Department of Behavioural Rewards.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai,has launched the world’s first virtual Ministry of Possibilities to incubate and develop radical solutions for the government’s most critical challenges.
Sheikh Mohammed also issued directives to start working on the first phase of a number of national programmes in the form of four departments. These include the Department of Anticipatory Services, Department of Behavioral Rewards, Department of UAE Talent and Department of Government Procurement.

Al Gergawi pointed out that the Ministry will partner with other ministries as well as public and private entities to address pressing issues and achieve objectives and results within a specific time frame.
The Ministry of Possibilities represents a pioneering development approach that the UAE leadership has adopted, inspired by the late Sheikh Zayed bin Sultan Al Nahyan’s vision of making the UAE one of the world’s leading countries.

The Department of Anticipatory Services aims to redefine customer experience in all areas by providing anticipatory services to the public. Working with a specialised team drawn from various government entities and experts in data analysis and data privacy, the department will develop a system for anticipating the needs of the public and delivering services to them before they are requested.
The department will conduct research to assess the current state of government service delivery and identify areas of improvement. It will also work on developing ways to embed anticipatory services in all areas of government.
The Ministry of Possibilities will oversee the Department of Behavioral Rewards in the first phase.
The department will bring together a team from different ministries and public entities to develop an approach for incentivising positive behavior through a point-based “rewards” system. Individuals will be able to collect points that can be used in payments for government services.
The department will also develop a list of positive behaviors with a measurement system that will calculate points and rewards.
It will launch initiatives to reinforce positive behavior in society and develop a framework to enable government entities to contribute to the list in line with government policies.
The Department of UAE Talent will create a nurturing environment to empower Emiratis to be part of the country’s development journey and contribute to designing the future.
The department will develop tools to identify talent of all ages and from all social segments and create innovative channels to enable citizens to develop their skills and talent for the service of their country.
It will create a framework for talent development and analysis, create an evaluation mechanism and collaborate with companies to provide necessary support.
The Department of Government Procurement aims to develop a radically new approach for government procurement that will make procurement faster and more accessible, especially for Small and Medium Enterprises (SMEs).
The department aims to create an easy-to-use government procurement platform based on the latest developments in digital markets that will help promote SMEs and improve government cost effectiveness. The platform will also update government procurement policies to speed up transactions and improve efficiency.
